REGIONAL TRANSIT AUTHORITIES CONTRACT ASSISTANCE
6005-0015   For certain state contract assistance to the regional transit authorities for the period beginning July 1, 2001 and ending June 30, 2002; provided, that reimbursements shall be made to each authority from the sum appropriated herein; provided further, that prior to the first installment payment to an authority, the authority shall provide a planned spending summary and revenue anticipation note cash flow statement for the period beginning July 1, 2002 and ending June 30, 2003, submitted by said authority to the executive office for administration and finance through the executive office of transportation and construction, which shall include estimated revenues and expenditures associated with net cost of service; provided further, that said spending summary and cash flow statement shall be inclusive of revenue anticipation borrowing tied to the specific funding source; provided further, that changes to the spending and cash flow estimates throughout the fiscal year shall be reported by the authority, through the executive office of transportation and construction, to the executive office for administration and finance; provided further, that the details of said spending summary and cash flow statement shall be based upon a memorandum of understanding among the regional transit authorities, the executive office of transportation and construction, and the executive office for administration and finance; provided further, that notwithstanding the provisions of section 152A of chapter 161 and section 23 of chapter 161B of the General Laws, at least 50 per cent and up to 75 per cent of the net cost of service of each authority incurred in fiscal year 2002 shall be paid by the commonwealth, and shall not be assessed upon the cities and towns constituting the authorities; provided further, that the share assessed upon said cities and towns shall be at least 25 per cent of said net cost of service; provided further, that any revenue anticipation borrowing against the authorities` local assessments shall not exceed the total of all local assessments attributable to each city and town within the authority as reported in the cherry sheet manual, so called; and provided further, that the final payment of the fiscal year shall not be made to an authority pursuant to this item until a report is submitted by said authority, through the executive office of transportation and construction, to the executive office for administration and finance identifying the total amount of outstanding revenue anticipation notes guaranteed by the commonwealth 42,226,834

6000-0110   The executive office of transportation and construction is hereby authorized to expend, for the purpose of property management and maintenance of railroad properties owned by said executive office on behalf of the commonwealth, an amount not to exceed $27,344 from the rents and fees received pursuant to section 4 of chapter 161C of the General Laws 27,344
