SECTION 299.
The payment standard for the emergency aid to the elderly, disabled and children program funded by item 4408-1000 in section 2 of this act shall equal the payment standard in effect under this program in fiscal year 2003. A $35 rent allowance, to the extent possible within the amount of the appropriation, shall be paid to all households incurring a rent or mortgage expense not residing in public housing or subsidized housing.
