SECTION 15.
Section 4I of said chapter 7, as amended by section 4 of chapter 46 of the acts of 2003, is hereby further amended by inserting after the third sentence of the second paragraph the following new sentences:- The chairman shall be the executive and administrative head of the commission, and shall have the authority and responsibility for directing assignments of members of said commission and shall be the appointing authority for commission staff. The chairman shall, subject to appropriation, establish such staff positions and employ such administrative, research, technical, legal, clerical and other personnel and consultants as may be necessary to perform the duties of said commission.
