Reform of Outsourcing Limitations
SECTION 18.
Paragraph (4) of said section 54 of said chapter 7, as so appearing, is hereby amended by striking the first two sentences and inserting in place thereof the following sentences:- The agency shall prepare a comprehensive written estimate of the actual costs of regular agency employees providing the subject services. The estimate shall include all direct and indirect costs of regular agency employees providing the subject services, including but not limited to, pension, insurance and the costs of other employee benefits, capital costs, and overhead.
