SECTION 389.
Notwithstanding the provisions of any general or special law to the contrary, the secretary of elder affairs may transfer an amount not to exceed 3 per cent of the funds appropriated in item 9110-1630 to item 9110-1633 of section 2 of this act for case management services and the administration of the home care program; provided further, that said secretary may transfer an amount not to exceed 3 per cent of the funds appropriated in item 9110-1633 to item 9110-1630 of section 2 of this act for home care purchased services.
