SECTION 81.
Section 1 of chapter 117A of the General Laws, as so appearing, is hereby amended by striking out the first sentence and inserting in place thereof the following sentence:- There is hereby established within the department of transitional assistance a program of emergency transitional assistance for residents of the commonwealth, who have been determined by the department to be eligible for such aid, pursuant to regulations promulgated by the department and subject to appropriation.
