I am pleased to present to the General Court and to the citizens of the Commonwealth my budget recommendations for the upcoming fiscal year. This budget reflects a marked improvement in the fiscal health of the Commonwealth, allowing us to share the benefits of the turnaround with our cities and towns. Our continued economic expansion and growth in our tax revenue collections allows us to make substantial investments aimed at building a stronger and healthier Commonwealth, and permits us to take the first step towards reducing the personal income tax rate from 5.3 to 5.0 percent.
