The department of public health is hereby authorized to expend for a compulsive gamblers' treatment program an amount not to exceed $654,942 from unclaimed prize money held in the State Lottery Fund for more than one year from the date of the drawing when said unclaimed prize money was won, and from the proceeds of a multi-jurisdictional lottery game pursuant to subsection (e) of section 24A of chapter 10 of the General Laws; provided, that the state comptroller shall transfer said amount from the State Lottery Fund to the General Fund |
