The department of public health is hereby authorized to expend for program costs of the registry of vital records an amount not to exceed $261,687 from fees collected for amendments of vital records by the registrar of vital records and statistics, requests for vital records not issued in person at the offices of the registry of vital records, and requested research performed by registry staff at the registry of vital records; provided, that notwithstanding the provisions of any general or special law to the contrary, for the purpose of accommodating timing discrepancies between the receipt of retained revenues and related expenditures, the department may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate therefor as reported in the state accounting system |
