For the operation and administration of the department of telecommunications and energy; provided, that notwithstanding the second sentence of the first paragraph of section 18 of chapter 25 of the General Laws, the assessments levied for fiscal year 2007 pursuant to said paragraph shall be made at a rate sufficient to produce $8,672,318
