For grants to cities, towns, regional school districts, and educational collaboratives for programs to provide and strengthen basic educational attainment and work-related programs in reading, writing, and mathematics at adult learning centers, including grants to public and non-public entities; provided, that funds distributed from this item shall be deposited with the treasurer of such city, town, regional school district, or educational collaborative and held in a separate account and shall be expended by the school committee of such city, town, regional school district, or educational collaborative without further appropriation, notwithstanding the provisions of any general or special law to the contrary |
