Turnaround Partners  
   7061-9410   For targeted intervention to schools determined to be in turnaround status under section 1J of chapter 69 of the General Laws, as amended by section 37 of this act; provided, that no money shall be expended for any school or district that fails to file a comprehensive district plan pursuant to the provisions of section 1I of said chapter 69; provided further, that funds may be expended on grants which allow for the implementation of whole school reform in said schools; provided further, that the department shall only approve reform plans with proven, replicable results in improving student performance; provided further, that in carrying out the provisions of this item, the department may contract with school support specialists, turnaround partners, and such other external assistance as is needed in the expert opinion of the commissioner, to successfully turn around failing school and district performance; provided further, that the contracts shall have a significant performance-based component; provided further, that no funds shall be expended on targeted intervention unless the department shall have approved, as part of the comprehensive district improvement plan, a professional development plan which addresses the needs of the district as determined by the department; provided further, that eligible professional development activities for purposes of this item shall include but not be limited to professional development among teachers of the same grade levels and teachers of the same subject matter across grade levels, professional development focused on improving teachers' content knowledge in the fields or subject areas in which the teachers are practicing, professional development which provides teachers with research-based strategies for increasing student success, professional development teaching the principles of data-driven instruction, and funding which helps provide common planning time for teachers within a school and within the school district; provided further, that preference in the awarding of such funds shall be given to professional development in math, science, and English content skills; provided further, that funds from any targeted intervention grant may be used to partially offset the cost of said professional development and common planning time; provided further, that funds may be expended for the purchase of instructional materials pursuant to section 57 of chapter 15 of the General Laws; provided further, that no funds shall be expended on instructional materials except where the purchase of such materials is part of a comprehensive plan to align the school or district curriculum with the Massachusetts curriculum frameworks; provided further, that funds may be expended on leadership academies for principals and superintendents pursuant to section 58 of said chapter 15; provided further, that said training shall focus on expanding and increasing the capacity of principals or superintendents to be instructional and educational leaders within their districts and schools, and shall include but not be limited to training in effective personnel evaluation pursuant to section 38 of chapter 71 of the General Laws, curriculum development with a focus on aligning the curriculum with the Massachusetts curriculum frameworks established pursuant to said chapter 69, school-based management skills with a focus on distributed leadership, data analysis skills that enhance the capacity of principals or superintendents to create an environment of data-driven instructional change, and techniques for developing cooperative relationships with parents and community organizations; provided further that funds may be expended through August 31, 2007 to allow for intervention, teacher, principal and superintendent training and professional development which occurs in the summer months; and provided further that funds may be expended for the administration of said programs 0 25,000,000
