| 8400-0100 | Merit Rating Board For the operation of the safe driver insurance plan program at the merit rating board; provided, that the amount appropriated in this item, and the associated indirect costs and fringe benefits, shall be borne by insurance companies doing motor vehicle insurance business within the commonwealth, pursuant to section 183 of chapter 6 of the General Laws; and provided further, that notwithstanding any general or special law to the contrary, no safe driver insurance plan shall require the payment of an unsafe driver point surcharge for the first offense for non-criminal, motor vehicle traffic violations as described in chapter 90C of the General Laws
