For vouchers and services for persons at-risk of homelessness; provided, that the Massachusetts rental voucher program, the individual development account program, the tenancy preservation program, the residential assistance for needy families program, and the housing services and counseling programs shall be funded from this item at the discretion of the secretary of housing and economic development; and provided further, that the department shall spend $2,000,000 for direct services for homelessness prevention
