           including public counsel compensation, private counsel 

           compensation, administrative costs and court costs for 

           indigent clients; provided, that not more than seven   

           million two hundred and nineteen thousand eight hundred

           and forty-four dollars shall be expended for public    

           counsel compensation; provided further, that not more  

           than six million two hundred and twelve thousand nine  

           hundred and fifty-seven dollars shall be expended for  

           administrative costs of the committee; and provided    

           further, that funds provided herein shall not be       

           expended for payment of bills for services rendered    

           prior to July first, nineteen hundred and ninety-five
