MANAGERS MERIT PAY RESERVE
1108-1005 For a reserve, notwithstanding the provisions of any 3,800,000 3,800,000
general or special law to the contrary, to establish a
merit pool for all managers whose salaries are set
forth in sections and forty-six C of chapter thirty of
the General Laws; provided, that the funds of which the
personnel administrator is hereby authorized to
distribute funds appropriated herein to other items of
appropriation in accordance with a program of
performance evaluation covering the fiscal year
nineteen hundred and ninety-five, approved by the
secretary of administration and finance; provided
further, that said secretary shall file with the house
and senate committees on ways and means an evaluation
report on the distribution of monies from said merit
pool on or before March fifteenth, nineteen hundred and
ninety-six

1108-1214 The department of personnel administration is hereby 300,000 300,000
authorized to expend revenues collected up to a maximum
of three hundred thousand dollars from the fees charged
for civil service examination applications for the
administration of the civil service examination program
by the department

TRAINING PROGRAM ADMINISTRATION
1108-1213 For the cost of goods and services rendered in 655,025 700,000
administering training programs, including the cost of
training unit staff; provided, that the department of
personnel administration is authorized to collect a
seventy-five dollar administrative fee from vendors who
submit proposals in response to requests for proposals
for the commonwealth of Massachusetts master service
agreement for specialized training and consultation
services at the time of proposal submission; provided
further, that any vendor which fails to deliver the
appropriate administrative fee with its submission
shall be deemed non-responsive and its proposal shall
not be considered for contract award; provided further,
that the department shall charge to other items of .

programs sponsored by the department, or to state
agencies employing said participants; and provided
further, that the department is authorized to collect
from participating state agencies a fee sufficient to

administration of these programs
