           special law to the contrary, the commission for the    

           deaf and hard of hearing may expend revenues in an     

           amount not to exceed seventy thousand dollars from     

           charges received on behalf of interpreter services;    

           provided, that any receipts in excess of this amount   

           shall not revert to the General Fund but shall be      

           retained in a revolving fund in accordance with the    

           provisions of section one hundred and ninety-six of    

           chapter six of the General Laws
