 1100-1103 For the office of dispute resolution; provided, that          401,766       501,235

           notwithstanding any general or special law to the      

           contrary, the office shall generate up to a maximum of 

           five hundred one thousand two hundred and thirty-five  

           dollars from charges to other agencies, cities, towns, 

           and other political subdivisions of the commonwealth or

           to corporations and individuals for the costs of       

           mediation services and other services provided to such 

           entities by said office
