McNair education opportunity program; provided further, that one million five hundred sixty-nine thousand one hundred five dollars shall be expended for the matching student aid component of the financial assistance program which provides matching funds to the supplemental educational opportunity grant program, the college work study program, and the Perkins loan program, as determined by the office of education and training; provided further, that eleven million dollars shall be expended for the purchase of scientific, technological and other educational reference materials for the libraries of the system of public higher education institutions; provided further, that four million four hundred fifty thousand dollars shall be expended for payment to the Tufts School of Veterinary Medicine for supportive veterinary services provided to the commonwealth; provided further, that four million one hundred thousand dollars shall be expended for youth-at-risk and youth service and conservation corps summer job training programs; provided further, that no funds appropriated for the summer jobs program for youth component of said programs shall be allotted or disbursed to an entity or municipality eligible for or requesting funds from this item prior to its receipt of equal matching funds from private sources; and provided further, that not more than one million dollars shall be expended for a payment to the Massachusetts corporation for educational telecommunications to be expended in accordance with a plan filed with the executive office for administration and finance and the general court |
