For the office of the secretary of environmental affairs, including the water resources commission, coastal zone management, the review of environmental impact reports pursuant to chapter thirty of the General Laws, a geographic information system for environmental data in Massachusetts, a mosquito-borne disease vector control program, and a central data processing center for the secretariat; provided, that not more than two hundred thousand dollars shall be expended on a program of coastal resources monitoring and restoration; provided further, that not more than eighty thousand dollars shall be expended for conservation districts; and provided further, that said secretary is hereby authorized to enter into interdepartmental service agreements with any state agency within the executive office of environmental affairs whereby the agency may render data processing services to said secretary
