COMPENSATION TO VICTIMS OF VIOLENT CRIMES

For compensation to victims of violent crimes; provided, that notwithstanding the provisions of chapter two hundred fifty-eight C of the General Laws, if a claimant is sixty years of age or older at the time of the crime, and is not employed or receiving unemployment compensation, such claimant shall be eligible for compensation in accordance with said chapter even if the claimant has suffered no out-of-pocket loss; provided further, that compensation to such claimant shall be limited to a maximum of fifty dollars; and provided further, that notwithstanding the provisions of any general or special law to the contrary, victims of the crime of rape shall be notified of all available services designed to assist rape victims including, but not limited to, the provisions outlined in section five of chapter two hundred fifty-eight A of the General Laws

COMMONWEALTH'S PENSION LIABILITY FUND

For the Commonwealth's Pension Liability Fund established under section twenty-two of chapter thirty-two of the General Laws, to meet the commonwealth's obligations under section twenty-two C of said chapter thirty-two, notwithstanding the requirements of the first provided clause in the second sentence of section twenty-two C of chapter thirty-two of the General Laws, as appearing in lines six through ten of the 1994 Official Edition, including retirement benefits payable by the state employees' and the state teachers' retirement systems, and for the costs of increased survivor benefits pursuant to chapter three hundred eighty-nine of the acts of nineteen hundred and eighty-four; provided, that subject to the rules and regulations promulgated by the treasurer, the state retirement board and each city, town, county, or district shall verify the cost thereof and the treasurer shall be authorized to make such payments upon a transfer of funds as hereinafter provided, to reimburse certain cities and towns for pensions to retired teachers, and including any other obligations which the commonwealth has assumed on behalf of any retirement system other than the state employees' or state teachers' retirement systems and including the commonwealth's share of the amounts to be appropriated pursuant to section twenty-two B of said chapter thirty-two and the amounts to be appropriated pursuant to clause (a) of the last paragraph of section twenty-one of chapter one hundred thirty-eight of the General Laws; provided further, that all payments for the purposes herein described shall be made only pursuant to distribution of monies from said fund; provided further, that such distributions shall not be made in advance of the date on which any payment is actually to be made; provided further, that any request for distribution from said fund shall not be in excess of the amount necessary to provide sufficient monies to make all payments for the purposes herein before described; provided further, that the state retirement board is authorized to expend an amount for the purposes of the higher education coordinating council's optional retirement program pursuant to section forty of chapter fifteen A of the General Laws; and provided further, that except where authorized herein, no funds may be expended from this item, other than deposits to the Commonwealth's Pension Liability Fund

For the payment of interest, discount, and principal on certain bonded debt, and the sale of bonds of the commonwealth, previously charged to the Local Aid Fund, the State Recreation Areas Fund, the Metropolitan Parks District Fund, the Metropolitan Water District Fund, the Metropolitan Sewerage District Fund, the Watershed Management Fund, the Highway Fund, and the Inter-City Bus Fund; provided, that payments of certain serial bonds maturing previously charged to the Local Aid Fund, the State Recreation Areas Fund, the Metropolitan Water District Fund, the Metropolitan Sewerage District Fund, and the Highway Fund shall be paid from this item; provided further, that payments on bonds issued pursuant to section two O of chapter twenty-nine of the General Laws shall be paid from this item and shall be charged to the Infrastructure Sub-Fund of the Highway fund; provided further, that payments of interest, discount, and principal on certain bonded debt of the commonwealth associated with the Watershed Management Fund for the acquisition of development rights and other interests in land, including fee simple acquisitions of watershed lands of the Quabbin and Wachusett reservoirs and the Ware river watershed above the Ware river intake pipe, shall be paid from this item; and provided further, that notwithstanding the provisions of any general or special law or the provisions of this item to the contrary, the comptroller is hereby authorized to charge the payments authorized herein to the appropriate budgetary or other fund subject to a plan which the comptroller shall file ten days in advance with the house and senate committees on ways and means
