FY99H1A Budget Recommendations
The Division of Energy Resources develops
and implements energy policies and programs to ensure an adequate
supply of reliable, affordable, and environmentally compatible
energy for businesses and residents of Massachusetts. The Division
also assists Massachusetts businesses and utilities in the commercialization
and marketing of energy-related goods and services.
Objectives
The Electric Industry Restructuring
Act, which was signed in November of 1997, allows consumers to
purchase electrical services competitively, and will provide all
customers with at least a 10% rate reduction. This act imposed
new duties and obligations upon the Division. In Fiscal Year
1999 the Division will:
- educate consumers to understand
and evaluate their rights and choices in selecting retail energy
supplies and related services; and
- monitor and report on the performance
of the competitive electric power markets.
Budget Recommendations
The Electric Industry Restructuring
Act transferred the Division of Energy Resources from the Department
of Economic Development to the Department of Consumer Affairs
and Business Regulation. The amount recommended for Fiscal Year
1999 includes an additional $3.1 million to enable the Division
to implement the provisions of the Electric Industry Restructuring
Act.
