For the operation of the supreme judicial court, the commission on judicial conduct, the board of bar examiners, the mental health legal advisors committee, the court/community collaboration project, the social law library located in Suffolk county, and the clerk for Suffolk county, for legal representation for indigent or otherwise disadvantaged residents of the commonwealth provided through the Massachusetts legal assistance corporation, and for correctional legal services; provided, that not less than $1,797,805 shall be expended for the battered women`s legal assistance project; provided further, that the first paragraph of section 9 of chapter 221A of the General Laws shall not apply to funds made available from this item for the Massachusetts legal assistance corporation; and provided further, that said corporation may contract with any organization for the purpose of providing said representation
