Notwithstanding any general or special law to the contrary, the term of the sitting members of the committee for public counsel services shall expire 90 days after the effective date of this act. The governor, the senate president, the speaker of the house of representatives and the justices of the supreme judicial court shall make their appointments to the committee within the 90 days; provided, however, that of the members initially appointed, 2 shall be appointed by the governor for terms of 1 year, 2 shall be appointed by the speaker for terms of 2 years, 2 shall be appointed by the senate president for terms of 2 years and 9 shall be appointed by the justices of the supreme judicial court for terms of 4 years. Nothing in this section shall preclude the reappointment of a sitting member of the committee.
