Pursuant to section 6 of chapter 7D of the General Laws, the chief information officer shall prioritize the development of an information technology strategic plan for the department of children and families. The plan shall detail the means by which the following technological improvements or upgrades shall be accomplished: (i) providing social workers with portable communication devices to facilitate communication with supervisors and emergency personnel; (ii) developing a platform to enter and access real-time data that documents home visitation and affiliated reports; and (iii) ensuring that photos of children, upon being placed in the care of the department, and annually thereafter, are uploaded into the Massachusetts statewide automated child welfare information system. The department of children and families, in consultation with and upon the approval by the Massachusetts office of information technology, shall expend available capital funds to upgrade its information technology. The office shall file a report on the development of the strategic plan and its progress in carrying out this section with the department of children and families to the joint committee on children, families and persons with disabilities and the house and senate committees on ways and means on or before September 30, 2014.
