How can I get a copy of plans and
specifications for advertised Construction projects?
DCAM does not mail out plans and specifications
to bidders. Messengers and other types of pick-up and
delivery services are the agent of the bidder and DCAM
assumes no responsibility for delivery or receipt of
the documents. Bidders are encouraged to take advantage
of rotating credit plans and the specifications blanket
deposit bond program to encourage the easy accessibility
of documents to contractors.
If you are using Federal Express or other courier
services of your choice, you must mail your deposit
and include a request for mailing and include your account
number.
No personal checks nor cash can be accepted as deposits.
Bidding documents may be examined at the DCAM office
and copies obtained by depositing a company, treasurer's,
cashier's, or official bank check payable to the Commonwealth
of Massachusetts. Refund will be made to those returning
the documents in satisfactory conditions within 10 days
after the opening of the general bid. BID ROOM HOURS
ARE 8:30 - 4:30.

What form of deposit is required

cashier's or official banks check payable to the Commonwealth
of Massachusetts. Refunds will be made to those returning
the documents in satisfactory conditions within 10 days

Who can bid on DCAM projects?
Every General Bidder must be certified by DCAM for
the category of work and for no less than the bid price
plus alternates of the project being bid on.

How are bids received?
All bids will be received in DCAM's Bid Room, Room
1610, 16th Floor, 1 Ashburton Place, Boston, MA 02108,
no later than the time specified below and be publicly
opened and read aloud in Room 1610. Any bid received
after the time and date specified will not be considered.
(a) Sealed bids for the general contract submitted
on a form furnished
by DCAM and will be received not later than 2 p.m.
Eastern Standard Time or Eastern Daylight Time,
whichever is in effect in the Commonwealth on the
date of the bid.
(b) Sealed bids for filed sub-bids submitted on
a form furnished by DCAM will be received before
12:00 noon, Eastern Standard Time or Eastern Daylight,
whichever is in effect in the Commonwealth on the
date of the bid.

Is a bid bond required?
Each general bid proposal and each sub-bid for the
trade specified must be accompanied by a bid deposit
in the form of a bid bond, in cash, a certified, treasurer's
or cashier's check issued by a responsible bank or trust
company payable to the Commonwealth of Massachusetts,
in the amount of 5% of the general bid or sub-bid amount
including all alternatives.

Planholders lists can either be mailed or picked up.
