The study for the new Salem Trial Court Complex involves planning for the construction of a new Trial Court facility and renovation of the Probate & Family Court Building. Once funding is secured, the existing Probate & Family Court will undergo a comprehensive renovation. The project consolidates five court departments into two adjacent buildings, offering opportunities for shared resources and building efficiencies. The building will house the Superior Court, District Court, Juvenile Court, Housing Court, and Probate & Family Court . The design of the building will reflect a sensitivity to the historic surroundings, while serving as a gateway to Salem from Route 114.

- Relocation and renovation of the historic First Baptist Church as the new Law Library (connected to the new building)
