1.000 PHILOSOPHY

The purpose of this Manual is to provide fair and equitable treatment for all employees and applicants for employment in the Trial Court.

The Manual is designed as a working guide to assist department heads in the day-to-day administration of the Trial Court's personnel program. It contains general statements of policy and procedure and does not form the basis of an employment agreement. The Trial Court may amend the policies and procedures in this Manual at any time. Department heads should familiarize themselves with the policies and procedures contained in this Manual and should administer them in a consistent and impartial manner.

The provisions of this Manual apply to all employees except where otherwise noted in this Manual or where otherwise provided for by statute or collective bargaining agreement. The Manual is not intended to in any way be a substitute for the collective bargaining process for applicable employees. Whenever the policies contained in this Manual conflict with the policies contained in a collective bargaining agreement, the policies of the collective bargaining agreement shall prevail for union employees and confidential employees.
