RE: Grant Policy and Procedures
   

         The purpose of this memorandum and attached policy is to address the Trial Court's involvement with grants. It outlines our support of ongoing grant funded efforts and provides Trial Court employees with direction and guidance in seeking new grant opportunities. For the purposes of this policy, a grant is defined as an award of financial assistance for which the Trial Court, or a subdivision thereof, has made application to a public or private entity and is subject to requirements by the awarding agency. These requirements include, but may not be limited to, implementing an agreed upon program, being accountable for the use of those funds to accomplish a court-related purpose, and providing cash or in-kind matching funds or other contribution of court resources. This policy is not meant to include donations for which there is no defined program to be implemented.

          This memorandum will also serve to formally introduce Sandra J. Souza, Grant Specialist, in the Planning and Development Department at the Administrative Office. Ms. Souza will serve as a clearinghouse for all information on grants and grant opportunities within the Trial Court. She brings to this position a broad range of expertise in identifying funding sources, and in planning, applying for and implementing grant projects. I encourage you to contact Ms. Souza with your ideas as early in the planning process as possible.

          Please read the attached policy carefully. It delineates specific responsibilities so that the grant application process and grant funded program implementation will proceed smoothly and successfully. For easy reference, we have placed this policy on the Trial Court Intranet along with the notification form.

          The policies and procedures on grants/subgrants outlined in Fiscal Year 1995 and 1996, Memos #8 are replaced with the policy and procedures attached to this memorandum.
