Except when in the discretion of the judge he shall deem it to be necessary or desirable in the interest of the defendant or the public,

(a) no room shall be used for a hearing or trial other than a room where a court session is customarily held; and

(b) no evidence shall be taken at any bench conference during a hearing or trial until the time of the judge's consideration of matters bearing on disposition.
