Court Capital Projects and Facilities Management work together to represent the Trial Court during the planning, programming, design, construction and post-occupancy of courthouse construction and improvement projects.
Below is the latest list of major projects for 2016, followed by a more detailed description of several larger projects now underway or slated to begin in the near future:

Greenfield Trial Court – Estimated total project cost: $65M
This project consists of a renovation to an existing 1930s-era courthouse, plus the construction of a new modern addition. The project was designed by Leers Weinzapfel Architects and constructed by Whiting Turner. The court offices displaced by construction were relocated to leased space on Munson Street in Greenfield. Current tasks include installation of interior finishes, exterior metal façade, and landscaping. Commissioning the building systems and the punch list effort will begin soon. Construction is estimated to be complete late 2016.
Salem Probate & Family Court – Estimated total project cost: $50M
This project includes the renovation of a historic 1909 courthouse and the demolition and replacement of its 1970s-era addition. The Essex County Probate & Family Court was relocated to nearby leased space at Shetland Park in Salem. The project, designed by Perry Dean Rogers Partners and constructed by WT Rich, has focused on preserving and restoring many of the historic features of the original courthouse. Current tasks include installation of interior finishes and exterior stone cladding. Construction is estimated to be complete in early 2017.
Lowell Trial Court - Estimated total project cost: $200M
This project includes the construction of a new eight-story comprehensive justice center in the Hamilton Canal District of Lowell. The project, designed by Finegold Alexander Architects and constructed by Dimeo Construction Company, will consolidate three aging facilities into one modern courthouse. The new comprehensive justice center will include space for all five Trial Court departments. The courthouse will be extremely energy efficient, with an expected LEED-platinum rating, and will feature a chilled beam HVAC system, photo-voltaic panels, and sophisticated building systems controls. The construction drawings are currently under development, with the bid package for site and foundation work to be released soon. Construction is estimated to begin in the fall of 2016, with a three year duration.
Marlborough District Court - Estimated total project cost: $1.7M
This renovation project will include replacement of the roof, removal of the compromised parapet, interior and exterior accessibility improvements, and masonry repairs to the building façade. The project, designed by SMRT Architects, will occur with the courthouse occupied. General bids on the contract were due June 20. The current schedule estimates a construction start date in late summer 2016.
Springfield Hall of Justice - Estimated total project cost: $2.7M
This renovation project will replace five elevators and upgrade electrical switchgear, provide accessibility improvements in the public areas, and repair some exterior concrete walkways. The project, designed by Habeeb & Associates and constructed by New England Builders & Contractors, is in construction now, while the building is occupied. Work on four of the elevators has been completed, with one elevator left to be addressed. The accessibility work is currently underway in the public restrooms and transaction counters. Construction is estimated to be completed in late summer 2016.
Brighton Municipal Court - Estimated total project cost: $9.5M
This renovation project will include a new roof, accessibility upgrades, replacement of the front entrance stairs, and redesign of the front landscaping to accommodate a new access ramp. The project, designed by Simpson Gumpertz Heger, will be bid with all construction work occurring after business hours. The renovation is estimated to begin late summer 2016, with a 22-month duration.
Haverhill District Court - Estimated total project cost: $9.5M
This renovation will consist of the replacement of roof and windows, construction of an elevator addition and accessible front entrance, and mechanical, electrical, and interior finish upgrades. Due to the disruptive nature of the work, court business will be relocated to nearby facilities for the duration of the project. The project is in the design phase, with Studio G Architects. The construction completion date is yet to be determined.
