Supreme Judicial Court Approves Trial Court Strategic Plan to Launch Implementation Effort
The Justices of the Supreme Judicial Court announced approval of the strategic plan developed by the Massachusetts Trial Court and the launch of the implementation phase. The strategic plan will guide the Trial Court as its works to address current and future needs of the judiciary in serving the people of Massachusetts. It includes a series of tactics to be implemented in stages, and sets forth transparent success measures to guide and assess the progress. A Strategic Leadership Team has been formed to oversee the implementation of the action plans. The overall plan was developed with the support of the state's Division of Capital Asset Management and Maintenance (DCAMM).
The umbrella strategies, "One Mission: Justice with Dignity and Speed," guide the tactical plans and decision making in the areas of governance and communications, facilities improvement, workforce development, technology enhancements, process improvement, and innovative practices. Tactics for each of these areas are identified in the plan.
“The plan arrives at a momentous time in the Judicial Branch,” said Supreme Judicial Court Chief Justice Roderick L. Ireland. “It presents a compelling statement of what our court system is and can be. The outreach to internal and external partners conducted by the Process Steering Committee was impressive. We thank the many stakeholders who contributed to this process and we look forward to working together to achieve common goals and outcomes.”
In 2012, the Trial Court, in collaboration with DCAMM, launched a strategic planning process. The main objective was to develop a vision for 2025 and an initial three-year roadmap to guide the Trial Court toward the achievement of that vision with specific goals and strategies. To ensure diverse perspectives during the planning process, a 23-member Process Steering Committee (PSC), comprised of volunteers in various positions in multiple departments and locations, was established to guide the development of the strategic plan. The Ripples Group, a Boston-based strategic planning consultant selected through an RFP, assisted the Trial Court and the PSC.
