Chief Justice of the Trial Court Paula M. Carey and Court Administrator Harry Spence announce the appointment of court veteran Catherine M. Coughlin as the State Bail Administrator. Ms. Coughlin, who will report to the Executive Office of the Trial Court, assumes the role as Michael J. McEneaney retires after close to 36 years in the position.   

Ms. Coughlin most recently served as the First Assistant Clerk of the Newton District Court, where she worked closely with the First Justice, Clerk/Magistrate, and other court staff. Her responsibilities included issuing arrest warrants and search warrants, conducting criminal show cause hearings, issuing criminal complaints, and administering defendants to bail. During her 17-year tenure with the Newton District Court, she worked with the First Justice to establish the Newton District Court Community Advisory Board and launch the drug court session. She has served as a member of the Education Committee of the Association of Clerks and Assistant Clerks and on the District Court Committee on Criminal Proceedings.

In her new role, Ms. Coughlin will oversee bail personnel statewide, acting as a liaison with the various court departments, state agencies, and town and city police departments regarding bail issues. She will coordinate and develop education and training for the 230 active bail magistrates statewide. Mandatory bail session training is scheduled this fall in Worcester and in Boston. Ms. Coughlin will create rules and forms, work on bail-related legislation, and issue reports to the Chief Justice of the Trial Court, the Court Administrator, the Chief Justices of the Superior, District, and Boston Municipal Courts, and to the Superior Court Bail Committee.

Ms. Coughlin is a graduate of Suffolk University School of Law with an undergraduate degree from Boston College.
