Commissioner John J. O'Brien

As the seventh Commissioner of Probation, John J. O'Brien continues the strong tradition of community corrections first started by the father of probation, John Augustus, in Massachusetts in 1841.  Since his appointment as commissioner in January 1998, O'Brien has increased the number of probation officers in communities throughout the Commonwealth and held probationers accountable through community supervision programs which has resulted in a direct reduction in crime. Formerly executive director of the Office of Community Corrections, O'Brien worked more than 15 years as a line probation officer and as an assistant chief probation officer in Boston. He has also served as regional coordinator for the Superior Court and as coordinator of Intergovernmental Relations for the Administrative Office of the Trial Court.



Elizabeth V. Tavares - First Deputy Commissioner
Elizabeth V. Tavares, First Deputy Commissioner, first joined the Massachusetts Probation Officer more than 20 years ago. Tavares’experience includes work as a Second Deputy Commissioner, Deputy Commissioner of the Programs Division, associate legal counsel to the Commissioner of Probation, Chief Probation Officer assigned to Field Services, Assistant Chief Probation Officer, and Probation Officer.


William H. Burke, III - Deputy Commissioner
William H. Burke, III, Deputy Commissioner, Western Division, has worked for the Massachusetts Probation Service since 1972. Burke has worked as a court officer, probation officer and chief probation officer at the Northampton District Court. He was appointed supervisor at the Office of the Commissioner of Probation in May 1993.


Francis M. Wall - Deputy Commissioner
Francis M. Wall, Deputy Commissioner, Field Services, has served for over 26 years in the probation field. Wall worked at Dorchester District Court as a probation officer in Juvenile and Suffolk Superior courts and as an assistant chief probation officer prior to his appointment to OCP.


Stephen T. Bocko - Deputy Commissioner
Stephen T. Bocko, Deputy Commissioner, Research and Training and Development, has been employed by the Massachusetts Probation Service since 1982. Former director of Probation's Training and Development Unit, Bocko has held the positions of Supervisor, Chief Probation Officer and Probation Officer.


Christopher J. Bulger – Deputy Commissioner
Christopher J. Bulger, Deputy Commissioner, Legal Counsel, has worked in the Legal Department of the Commissioner’s office since 1998. He held the position of Deputy Legal Counsel prior to his appointment as Deputy Commissioner, Legal Counsel in 2008. Before joining the Commissioner’s office, he served as an Assistant District Attorney at the Norfolk County District Attorney’s Office.


Paul Lucci - Deputy Commissioner
Paul Lucci, Deputy Commissioner, Programs Division and Electronic Monitoring Department, has worked for the Massachusetts Probation Service for more than 20 years. Formerly Regional Administrator for Middlesex County, Lucci has also served as a Superior Court Assistant Chief Probation Officer as well as a Probation Officer.


Patricia Walsh - Deputy Commissioner
Patricia Walsh, Deputy Commissioner, Regional Administration and Juvenile Court Liaison, has been employed by the Massachusetts Probation Service for more than 25 years. Former Regional Administrator for Norfolk County, Walsh has also held the positions of Chief Probation Officer, Assistant Chief Probation Officer and Probation Officer in the Juvenile Courts.
