The award is named in honor of Kevin
Duggan, former Statewide Supervisor for the Massachusetts
Trial Court Community Service Program, who passed away
during the summer of 2006.
“We want to recognize Kevin’s
great work by honoring two judges who use community
service as a way to enhance neighborhoods and improve
the lives of offenders,” said Commissioner John
J. O’Brien.
Duggan has been credited for building
the program into one that has had a positive impact
on communities throughout the Commonwealth. In the
past year, offenders in the program logged in more
than 300,000 hours of community service, making the
program one of the most efficiently-run and largest
community service programs in the state.
