In this reported case, the issues presented involve the validity of amendments to the Massachusetts Automobile Insurance Plan (the assigned risk plan governing the involuntary or residual market for private passenger automobile insurance), as promulgated by the Commissioner; whether portions of the amended rules violate the statutory mandates of G. L. c. 175, § 113H.

Parties filing amicus briefs are expected to comply with the requirements of Rules 17, 19 and 20 of Mass. Rules of Appellate Procedure. Amicus briefs, to assist the court, should focus on the ramifications of a decision and not solely on the interests of the parties filing such briefs.
