Barr Incorporated v. Town of Holliston
The plaintiff was the low bidder on a public construction project; the town awarded the contract to the next lowest bidder. Whether the town exceeded its authority under applicable statues, regulations, and guidelines by conducting an investigation of a bidder beyond the Certification File and Update Statement of the Division of Capital Asset Management (DCAM). See G. L. c. 149, § 44A-H, and 810 CMR 8.00, et seq.

Parties filing amicus briefs are expected to comply with the requirements of Rules 17, 19 and 20 of Mass. Rules of Appellate Procedure. Amicus briefs, to assist the court, should focus on the ramifications of a decision and not solely on the interests of the parties filing such briefs.
