Whether job classification opinion letters issued by the Division of Occupational Safety ("DOS," now the Division of Labor Standards) are binding and are not within the scope of review by the Division of Administrative Law Appeals in an enforcement proceeding for alleged violation of the Prevailing Wage Law, G L. c. 149, s. 27(b)(2).

Parties filing amicus briefs are expected to comply with the requirements of Rules 17, 19 and 20 of Mass. Rules of Appellate Procedure. Amicus briefs, to assist the court, should focus on the ramifications of a decision and not solely on the interests of the parties filing such briefs.
