SECTION X: EXCEPTION 66. To consider the purchase, exchange, lease or value of real property, if such discussions may have a detrimental effect on the negotiating position of the governmental body. This exception recognizes that public discussion of the negotiations described would invite speculation and drive up the eventual price paid by the government. While it has been suggested that other large contract negotiations should also be exempt from the requirement of the Open Meeting Law, the Supreme Judicial Court has indicated that all exceptions to the open meeting law are limited by the choice of language contained in the statute and that, "the legislative mandate cannot be misunderstood."
