General Policies
DCR maintains a variety of
facilities across the Commonwealth intended for public use. It is the policy
of DCR to encourage use of these facilities and make them available to the
public through a convenient and equitable process and at a reasonable cost
as established by Massachusetts’s
regulations.
When is a permit required?
A permit is required for regulated use of DCR parks, facilities and parkways
across the State of Massachusetts. Regulated use is where there is
a need to reserve one or more property locations for a private picnic or
function wherein grills are used, an amusement device is used, any
public gatherings and/or any other event open to the public such as Special
Events, concerts, charity walks, road races, etc….
Recreation Use Permit
A recreation permit is an agreement to use DCR parks and facilities for normal
use of the property. These include and are not limited to picnic
permits for a group smaller than 25 persons, ice rental at DCR rinks, daily
and seasonal DCR sports field usage, DCR salt and fresh water beach use
by groups of under 25 persons and neighborhood clean up the park days.
Special Use Permit
A special use permit is needed when the use or activity exceeds in any way
the common use of DCR parklands. These include and are not limited
to all major special events, sport activities or tournaments that may include
other activities such as barbeque and or music, Concerts in the parks,
Charity Walks and Road Races, still and motion picture photography and
or video production crews, small wedding ceremonies, community service
projects in the parks with amusements, barbeque or music, group boating
activities, fishing tournaments, etc.
Some requests may require both a Recreational and Special Use Permit
All Special Use Permits
must have Liability Insurance and provide DCR a certificate of insurance naming the DCR as additionally insured.
304 CMR 1206: No person shall consume or possess alcoholic
beverages on Department property except with written permission from the
Commissioner or Designee
