DCR Releases Proposed Restructuring Plan

Over the past several months, the Senior Management Team of the Department of Conservation and Recreation (DCR) has undertaken a lengthy process aimed at developing a proposed restructuring plan for the new agency that supports its mission of protecting, promoting, and enhancing the Commonwealth’s natural, cultural, and recreational resources for the well being of all. The vision has been of a world-class park system where people of diverse social, cultural, and economic backgrounds can use and enjoy parks and open spaces that are safe, clean, and accessible; that highlights the unique qualities and needs of our natural and cultural landscape; and, that contributes to clean air, clean water, and healthy ecosystems.
The Senior Management Team recognized that in order to achieve this vision, it was important to create an organization that is efficient and effective and supports DCR employees in their efforts to:
- increase efficiencies to maximize limited resources and leverage new ones
- foster accountability by delegating responsibility and strengthening internal support systems
- increase transparency by setting up open processes and professional standards and criteria for decision-making
- improve service to the public and responsiveness by providing support across divisions, applying shared experiences, establishing cross-training, encouraging best practice development and exchange, providing career ladders and professional development for staff, and providing timely action-oriented responses to all inquiries.
As a result of a process of internal review and assessment of the statutory responsibilities and existing resources and assets of the agency, a proposed “Department of Conservation and Recreation Restructuring Plan” was prepared. The feedback of employees, the members of the Legislature, our constituents, and Friends and Partners is actively being sought.
