The Parcel Editor dialog contains tools for editing line shapefiles, including drawing a survey, splitting, moving, snapping, rotating, and extending lines, bringing in features from a background coverage, and finding and fixing line intersections, among other functions. After you have edited your line shapefile, you can build it into polygons.
