Hazard Mitigation Grant Program (HMGP)

MITIGATION PROGRAM REQUIREMENTS

Sample grants approved in the past

HMGP
Culvert and drain line enlargements to increase storm water capacity, resulting in elimination of neighborhood flooding.

Acquisition of homes in a flood plain that have seen continuous damages from flooding from nearby stream that overflows its banks during severe storms. Acquired homes were demolished and open space was created, thereby restoring floodplain.

Back flow prevention devices installed in homes that were damaged by flooding due to storm water backing up into homes because drain line could not handle flow.

Pumps installed in low lying area of an emergency services building that saw repeated flooding of facility when storm water flowed into low lying parking lot and could not drain. Pump directs water out of catch basins and into public drain lines.

FMA
Acquisition of repetitive loss property and conversion of acquired property into open space.

Increase in the number of catch basins and enlargement of culverts to eliminate flooding of repetitive loss properties and businesses in a neighborhood.

Elevation of repetitive loss properties to eliminate damages from coastal flooding.

Flood mitigation plan for the community that identifies potential areas of flooding and develops alternatives ways of eliminating and/or reducing flooding.

For FMA Planning Grants
Communities must be on the FEMA repetitive loss list.

Communities may not have received an FMA planning grant in the past.

Communities with open hazard mitigation project grants from other funding sources may apply.

Communities with repetitive loss plans are eligible to apply for this funding to create a full flood mitigation plan.

For FMA Project Grants
Communities must have an approved repetitive loss plan or flood mitigation plan or be a CRS Community.

Communities with outstanding hazard mitigation project grants in excess of $350,00 are not eligible for this funding.

FEMA encourages states to give priority to projects that benefit NFIP target repetitive loss properties.
