BWP protects public health and the environment by ensuring that discharges and emissions, solid and hazardous wastes, toxic chemical use, and the health risks associated with them are reduced to the maximum extent possible and, when pollution or waste cannot be prevented, they are safely and effectively controlled or managed. The bureau's Climate Strategies Group coordinates efforts to mitigate greenhouse gases (GHG), ranging from the implementation of Regional Greenhouse Gas Initiative (RGGI) regulations and programs, to working with all BWP divisions (described below), other MassDEP bureaus and Executive Office of Energy and Environmental Affairs (EEA) agencies on the development of policies and strategies to reduce GHG emissions from all sectors.
Planning & Evaluation Division

This division performs long-range planning for traditional air, water and waste programs while moving toward an integrated bureau-wide approach to pollution prevention planning and evaluation, based on shared and integrated environmental, engineering and program data that is accessible to all. The division consists of three programs:
- Air Program Planning Unit
- Waste Programs Planning Unit
- Systems Integration & Data Analysis Unit
Business Compliance Division
Steven DeGabriele, Director
This division's mission is to ensure that all regulated businesses operate in a manner that protects the environment and human health. Tools such as certifications, permits, outreach, performance assessments and enforcement are used selectively to achieve the desired outcomes. Goals include holistic, multimedia approaches, greater involvement with MassDEP regional staff, customer orientation, efficiency, and effectiveness. The division consists of three programs:

- Enforcement and Audits
- Special Projects
Consumer & Transportation Division

Future environmental gains depend on MassDEP's ability to educate the public and influence changes in individual behavior, not solely on control of pollution sources through traditional regulation, compliance assurance, and enforcement. This division promotes environmental citizenship so that each resident of Massachusetts realizes the part s/he can play in ensuring clean air, water, and land. The division consists of two units:
- Consumer Programs
- Transportation Programs
Business Reporting & Fiscal Operations
Winifred Prendergast, Acting Director
This division provides customer service and assistance to regulated facilities that file environmental certifications, manifests and notifications via eDEP online filing and other means; supports program staff who receive and process these filings; manages and tracks grants, appropriations, bonds and trust accounts that support BWP programs; and provides a range of administrative services to the bureau, including accounts payable, contract management, personnel and payroll tracking, and general operational support.
