Important Notice: The MassDEP Waste Site Cleanup online file review system has experienced a failure.
1. eDEP is available for making new submittals. PRP's/LSP's can meet their deadlines by making submittals through eDEP at https://edep.dep.mass.gov/DEPLogin.aspx. You should be able to see all your past submissions through your eDEP homepage.
2. The BWSC File Viewer for eDEP is now functional. This application is for viewing those files that came in through eDEP, not the scanned files. The URL for the eDEP file viewer is http://public.dep.state.ma.us/wsc_viewer/main.aspx. The majority of reports submitted after January 1, 2009 are available through this viewer.
3. The Searchable Sites List is functional. This list provides access to basic information about a site and the status of cleanup. The URL for the searchable site list is http://public.dep.state.ma.us/SearchableSites/Search.asp. The link to available site files is not functioning. The BWSC File Viewer for eDEP files is available for electronically submitted files as described above. Scanned file availability is described below.
4. The scanned files database is not available. These files are due to be available starting Tuesday, February 14, 2012. We believe that the scanned files will become available as each batch of PDF documents is restored. The estimated time for completion of restoring all the scanned files is the end of February.
When files are not available, BWSC has reverted to past File Review practices to facilitate public access to site information. The NERO and CERO offices are most affected by this service failure as most of the previously available scanned documents were in those Regions.
*In the Northeast Regional Office (NERO/Wilmington), the traditional paper file review is still available. Instructions for making a file review appointment are available online at http://www.mass.gov/dep/about/region/northeas.htm#filereview. Please remember that such appointments are typically booked 7- to 14-days in advance.
*In the Central Regional Office (CERO/Worcester), MassDEP staff will provide electronic copies of requested files. Please contact the Service Center (http://www.mass.gov/dep/about/region/centralr.htm#filereview).
*File review procedures in the Southeast (SERO/Lakeville) and Western (WERO/Springfield) are unchanged, but the future availability of scanned files from these Regions will be delayed.

Vapor Intrusion Workgroup Meeting
12/8 - MassDEP has scheduled a Vapor Intrusion Workgroup Meeting for Tuesday December 20th at 9:30 at 1 Winter Street, 2nd floor. The purpose of the meeting is to: discuss the comments received on the December 2010 Draft Vapor intrusion Guidance and MassDEP's responses; discuss the changes made to the December 2010 Draft and provide an overview of the Interim Final Vapor Intrusion Guidance; and present conceptual MCP amendments related to vapor intrusion being considered by MassDEP. MassDEP intends to post the comments/responses and Interim Final Guidance before the end of the year. Workgroup members will informed when these documents are made available. MassDEP/LSPA Training Seminar
11/16 - On Wednesday, November 16, 2011 at 11:00 AM registration for the first 33 spots will open for the upcoming course entitled "Strategies for Tackling Brownfields Redevelopment Challenges." This course will take place on Wednesday, December 14, 2011 at the MassDEP Western Region Office, Springfield, MA. This course is limited to 65 attendees. CMR 19.00: Oil Spill Prevention and Response
1/25 - Effective January 21, 2010, emergency regulations amended 314 CMR 19.00 to implement c. 101 of the Acts of 2009. The amendments add provisions for the dispatch of state-provided tugboat escort services for tank vessels carrying 6,000 barrels or more of oil in Buzzards Bay and specify equipment, manning, and response requirements related to the operation of state-provided tugboat escorts. Homeowner Oil Heating System Upgrade and Insurance Law Fact Sheet
1/13 - This fact sheet discusses a new Massachusetts law that addresses oil leaks from home heating systems. This law has two major provisions that require: the installation of either an oil safety valve or an oil supply line with protective sleeve on systems that do not currently have these devices; and insurance companies that write homeowner policies to offer coverage for leaks from heating systems that use oil. Both of these provisions take effect July 1, 2010. Web page

1/4 - On Thursday, January 7, 2010 at 11:00 AM registration will open for two sessions of the upcoming course entitled "Remediation Waste Management." These sessions will take place on the following dates:
Thursday, February 4, 2010, at the Forefront Conference Center, Waltham, MA Tuesday, March 30, 2010, at the Springfield/Holyoke Holiday Inn & Conference Center, Holyoke, MA The LSP Board has approved this course for 8 hours of LSP "DEP/Regulatory" continuing education credit (Course #1394).
