NOTICE OF PUBLIC COMMENT PERIOD

DRAFT 2008 GREENHOUSE GAS EMISSION FACTORS FOR RETAIL SELLERS OF ELECTRICITY

Notice is hereby given that the Massachusetts Department of Environmental Protection (MassDEP) will hold a public comment period to provide the public with the opportunity to comment on the Commonwealth's Draft 2008 Greenhouse Gas (GHG) Emission Factors for Retail Sellers of Electricity.

In accordance with the Massachusetts GHG Reporting Rule for Retail Sellers of Electricity, 310 CMR 7.71(9), any person may comment on the methodologies, data sources or calculations used to determine the Draft 2008 GHG Emission Factors.

The Massachusetts GHG Reporting Rule requires all retail sellers of electricity (including competitive suppliers, electric utilities, municipal electric departments and municipal light boards) to report GHG emissions associated with the electricity they sell.  Final Emission Factors will be used by retail sellers to report GHG emissions.

A supporting document and spreadsheet explaining the data sources, methodology and calculations used to determine the Draft 2008 GHG Emission Factors are available at: http://www.mass.gov/dep/air/climate/reporting.htm#rse

The Public Comment Period will close on August 23, 2010, at 5:00 p.m.  Comments on the Draft 2008 Emission Factors may be submitted via mail or email to:
