Notice of Intent to Enter into Contract with The Climate Registry
The Massachusetts Department of Environmental Protection ("MassDEP") plans to enter into a contract with The Climate Registry, a non-profit corporation incorporated in the District of Columbia and having its principle place of business at 1090 Vermont Avenue, N.W., Suite 910, Washington D.C. 20005. By contracting with The Climate Registry, MassDEP intends to comply with the provisions of the Climate Protection and Green Economy Act of 2008, M.G. L.c. 21N ยง 2(a)(1), which requires MassDEP to "establish a regional greenhouse gas registry and reporting system for greenhouse gas emission sources; provided however, that in establishing the greenhouse gas registry and reporting system, the department may collaborate with other states or a regional consortium." In complying with the statute, MassDEP must "review existing and proposed state, federal and international greenhouse gas emissions reporting programs and make reasonable efforts to promote consistency among the programs established pursuant to this chapter and other programs and to streamline reporting requirements on greenhouse gas emission sources" (M.G.L. c. 21N s. 2(b)(2)).
MassDEP posts this notice of intent to contract with The Climate Registry because, to its knowledge, no other firm, corporation or entity meets the statutorily mandated qualifications to perform this function. If any firm, corporation or entity can show that it meets the statutory qualifications to perform this work on behalf of MassDEP, please submit a detailed description of such qualifications in no more than 1000 words by Monday, January 19, 2009, 5:00 p.m. EST, to: Mr. Will Space, Department of Environmental Protection, One Winter Street, Boston, MA 02108. MassDEP will evaluate any submissions and, if warranted, subsequently give notice for a Request for Proposals for this work. |
