Millbury Company Pays $5,550 Penalty for Waste Site Cleanup and Hazardous Waste Violations at Northborough Site

Bay State Circuits, Inc. of Millbury has been assessed a $5,550 penalty by the Massachusetts Department of Environmental Protection (MassDEP) for violations that occurred at the company's former facility located at 200 Bartlett Street in Northborough.  

During an audit inspection of Bay State's former Northborough facility, MassDEP found 12 drums of filter carbon used to treat solvent-contaminated groundwater, along with two drums of hazardous waste, which appeared to have been associated with the former manufacturing process conducted at the facility. In addition, groundwater monitoring was not performed, as required following injection of additives intended to enhance chemical breakdown of contaminants.

In a recently finalized consent order, the company agreed to characterize and properly dispose of the remaining waste at the site and pay the $5,550 penalty. Cleanup of the groundwater will continue to be monitored.

"Proper waste storage and continual evaluation of site conditions is necessary to ensure cleanup is proceeding safely and effectively," said Martin Suuberg, director of MassDEP's Central Regional Office in Worcester.  


MassDEP is responsible for ensuring clean air and water, safe management and recycling of solid and hazardous wastes, timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources.
