MassDEP Penalizes JRM Hauling & Recycling $4,350 for Solid Waste Violations at its Beverly Facility 

The Massachusetts Department of Environmental Protection (MassDEP) penalized JRM Hauling & Recycling $4,350 after a complaint of the company's leaf-and-yard composting facility in Beverly found several cubic yards of fish-lime cake in a compost pile in violation of state solid waste management regulations.

An eyewitness on April 2, 2007 phoned in a complaint to MassDEP that a blocky white material was removed from a truck and placed in the compost pile at the JRM facility on Standley Street in Beverly.  An inspection and investigation by MassDEP found that the material originated from a Gloucester-based fish processing plant, which was found to have properly-contracted for its removal.

"Failure to keep a compost operation of this size in compliance can lead to significant operational problems and quickly lead to nuisance conditions that would impact the surrounding community," said Richard Chalpin, director of MassDEP's Northeast Regional Office in Wilimington 

During enforcement discussions with JRM, the company properly removed the fish-lime cake for re-use in compliance with state solid waste regulations. JRM has agreed to fully comply with all regulations.


MassDEP is responsible for ensuring clean air and water, safe management and recycling of solid and hazardous wastes, timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources.
