Statewide Contracts for Disaster Debris Management & Monitoring Services

The Commonwealth of Massachusetts has established two statewide contracts to support disaster debris management.  Both are available for use by any municipality or state agency. Contract #HLS03 provides for clearing, collecting and transporting debris, establishing and operating temporary debris management sites, and ensuring ultimate recycling or disposal. Contract #HLS02 provides for monitoring of private firms and "force accounting" labor performing disaster debris removal, disposal and debris site management activities, and provide comprehensive oversight, guidance and documentation. The monitoring contractor is also responsible for maximizing potential federal reimbursement for disaster debris management expenditures under Federal Emergency Management Agency (FEMA) Public Assistance (PA) Programs, if applicable.
